Well the answer to this question depends on what you want a Chastity Belt to do. The following should help make this clear:
The most basic reason for wearing a Chastity Belt is to prevent the wearer from engaging in heterosexual intercourse. So do Chastity Belts prevent the wearer from engaging in heterosexual intercourse?
Absolutely yes! Even a belt that fits poorly should prevent the wearer from participating in penile-vaginal intercourse, full stop!
So do Chastity Belts prevent the wearer from having an orgasm?
This question has no simple answer. It depends on the person. For most women, the answer to this question is yes. For most men, the answer is also yes. But there are exceptions to this for both men and women. The fit of the belt is very, very important. If the belt fits poorly, the chances of the wearer being able to masturbate increase. But if the belt fits well, it is like a second skin, and masturbation is extremely difficult.

Stainless steel DOES NOT RUST, so the belt will not corrode as the wearer wears it. Even urine, or other bodily secretions will not damage the belt. Also, the neoprine rubber edging will not come off or be damaged, except over very long periods (years) of use of the belt. If this does occur, the belt manufacturer will often times repair the belt or replace the neoprine for a small charge.
Neoprine and stainless steel do not adversely affect the skin. PVC Plastics can harm the skin over time from prolonged exposure. Steel and Neoprine do not affect the skin, and with good hygiene practices, you will not experience any skin damage or rash.
Stainless Steel Chastity Belts can be very hygenic. It does take some extra time to clean oneself after using the restroom, but it is not extremely difficult.
